Rochelle Beeks brings a wealth of property management experience to her role as President. From 2010 to 2020 Rochelle served as Chief Operating Officer for POAH Communities. In this role, she oversaw significant growth of the management company from 50 properties and 6,000 units to 115 properties and 12,000 units. She established new organizational structures and procedures, recruited and retained a high caliber team, encouraged collaboration across departments, and enhanced data collection systems. She has focused a great deal on improving staff experience at POAH Communities, including launching a new mentoring program and increasing staff training. Rochelle began her career as an Assistant Manager for a Chicago South Side property and throughout her career has been promoted to every level of property management. In her first years at POAH Communities, as Regional Property Supervisor, Rochelle nurtured and contributed to the company’s partnership with the Woodlawn Preservation and Investment Corporation (WPIC). The company’s partnership eventually resulted in POAH’s ownership and management of Grove Parc Apartments and the construction of the first phase of Woodlawn Park. Prior to joining POAH Communities in 2006, she worked as a Regional Property Supervisor for AIMCO and managed a diverse portfolio with multiple funding sources, including both affordable and market rate communities. Rochelle earned an MBA from Boston University, holds various certifications from HUD, and is an Illinois Real Estate Managing Broker. -

Amos is Senior Vice President, Chief Financial Officer for POAH Communities. Amos joined POAH Communities in 2005 as a Portfolio Accountant and has held roles of progressive responsibility including Controller and VP Accounting leading to his promotion to CFO in 2022. Amos currently oversees property and corporate accounting, cash management, payroll, Yardi support, and has managerial responsibility for the Kansas City office. He also works on projects such as internal operational reporting, cash flow budgeting and forecasting, and works alongside POAH Communities executive team to set and implement the annual work plan in support of POAH's strategic plan. Amos earned a BS in Accounting from Emporia State University and an MBA from the University of Missouri-Kansas City. -

Sevara Davis joined the POAH Communities team in July 2022 as Senior Vice President and Chief Operating Officer. Sevara began her career as an Assets Manager for Illinois Housing Development Authority where she oversaw a real estate development portfolio of more than 3,000 units. In this position, she gained recognition for producing achievable solutions for compliance issues as well as resolving operational and financial issues for properties. Most recently, Sevara served as Director of Real Estate for Chicago Public Schools. She was selected to lead licensing processes for over 400 lease agreements and steer operations of leased administrative facilities including schools, parking lots, administrative offices, and vacant land. In her role as SVP and COO, Sevara supervises our team of Directors and oversees successful operations against a set of benchmarks established by POAH Communities and ensures that operating systems, policies, and procedures are in place. She works closely with our Vice Presidents of Regional Operations to ensure the success of their portfolios and supports Rochelle with the implementation of the POAH Communities work plan. -

Jennifer Cavaco oversees our New England portfolio of nearly 6,000 units of affordable rental housing in Massachusetts, Rhode Island, and New Hampshire. A former Senior Regional Property Manager for POAH Communities, Jennifer holds more than 20 years of experience in conventional and market rate properties including commercial, affordable rentals including Section 8 and LIHTC, rural developments and has experience in condo associations. She has worked for Dimeo Properties, Fairfield Residential, and Property Advisory Group. She earned her Accredited Residential Manager designation from the Institute of Real Estate Management in 1996 and holds these professional certifications: CPM, COS, TaCCS, C4P. She holds Bachelor of Science degree in Business Management from Rhode Island College and earned her tax credit specialist certification from the National Center for Housing Management. In her personal time she serves on the Crescent Park Carousel Commission for The City of East Providence, RI. -

Evelyn Starks-Spicer oversees the operations of POAH's Midwest portfolio throughout Massachusetts, Missouri, Michigan, Ohio, Kentucky, D.C. and Illinois. Evelyn first joined POAH Communities as a Senior Regional Property Supervisor for many of our Illinois locations including those on Chicago's South Side where POAH created new construction housing, renovations of abandoned properties and mixed-income/mixed-use developments. Evelyn brings an extensive and varied management experience having worked for a wide range of property types including independent and supportive senior living, public housing, commercial spaces, affordable rentals and condo associations. She held the positions of Director of Operations with Holsten Management and Regional Property Manager with Ludwig & Company and The Habitat Company where her responsibilities included operational oversight of over 6,000 unites, policy leadership, financial management, as well as training and development. Kathleen Callagy is the POAH/POAH Communities Senior Vice President of Human Resources responsible for managing the two organizations' programs for recruitment, hiring, employee benefits, performance evaluations, training, and HR policy development. Felicia Dawson is responsible for supervising the Woodlawn Resource Center, a community center offering free social service support and workforce training for this South Side community in Chicago. She is working to duplicate the success of the Woodlawn Resource Center across the POAH portfolio, in large developments and other neighborhood revitalization projects. She also works closely with the Vice President of Community Improvement and the Director of Community Impact to establish local partnerships with creative, sustainable organizations that empower our residents toward opportunity. Felicia joined POAH in April 2011 to develop government and community engagement strategies to successfully revitalize Woodlawn Park, a Choice Neighborhood Site in Chicago. She brought years of experience bridging the gap between community engagement programming and brick and mortar redevelopment—working as a Program Manager and Director at Bethel New Life, a local community investment organization in Chicago, then as a Program Officer for the Steans Family Foundation, and then as the Director of Community Building for The Community Builders. Brenda Hernandez joined POAH Communities in 2011 and brings with her expertise gained from her work initially as an occupancy specialist, property manager, senior property manager and regional property manager. Prior to POAH Communities, she managed a portfolio of 2,600 units in Florida. She served in several board of Massachusetts non-profit organizations. Brenda joined as a Regional Property Supervisor and later in the first year she was promoted to Senior Regional Property Supervisor and now holds the role of Vice President, Regional Operations. Brenda have been involved in the day to day operations of a wide range of properties in state such as Massachusetts, Rhode Island, New Hampshire, Connecticut, Florida, Maryland, DC and Chicago. Brenda works closely with POAH Acquisition and Development department on new acquisitions. She works with onsite team to ensure POAH and POAH Communities goals are met. Lauren has been with POAH Communities, and its parent company, Preservation of Affordable Housing, since 2014. She has held positions within Asset Management and Community Impact with a focus on supporting cross-departmental operations, including the development of the organization's first centralized database. As Director of Community Impact, Lauren leads the strategy and operations of POAH Communities' resident services efforts. In this capacity, she supports day-to-day operations across the portfolio, including strategic planning, budgeting, contracting and best practice development. Lauren has been with the Community Impact team since its inception and has overseen the development of core operations, partnership development, and new initiatives that advance the lives of POAH's residents and staff. Jeff Rohr is the Director of Information Technology at POAH Communities, responsible for managing the IT operations and infrastructure for the POAH owned portfolio of properties and the POAH Communities corporate offices. Jeff has previously served in the role Manager of Information Technology. He was instrumental in standardizing the network infrastructure and various systems companywide. He works closely with several key vendors who provide technology solutions and customer support. He also works together with the POAH and the POAH Communities teams to provide the software, systems, and collaboration platforms needed for the companies to work together efficiently. One of the major focuses is building out new networks as POAH acquires new sites/portfolios as well as new construction sites. In addition, he supports the company’s mission and Strategic Plan by aligning technology around those needs. He joined POAH Communities in 2010 as the company’s first Information Technology staff and over the years formed the current IT Department. He holds a bachelor’s degree in Computer Information Systems from University of Central Missouri. -

D.Ann has more than 20 years’ experience in the affordable multifamily business as a property manager and asset manager. Prior to joining POAH Communities she was an Asset Manager for the Illinois Housing Development Authority where she oversaw a large portfolio of apartment developments. D.Ann is responsible for property operations for the POAH properties in Illinois including several on the South Side of Chicago where POAH is leading a major neighborhood redevelopment effort aided by a HUD CHOICE Award. This redevelopment involves new construction, acquisition rehab and mixed income developments involving a complex series of funding sources and program regulations. Karen Rhodes oversees properties in our Illinois portfolio. Steven Santosuosso became a Regional Property Supervisor in September 2022. Steven joined POAH Communities in February 2020 as the Property Manager for Bedford Village I. He was instrumental in the Bedford Village II acquisition/rehab. He is instrumental of the success of the initiation of the income averaging deal at Bedford I & II being POAH’s first Income-Averaging deal. He worked closely with Development and POAHC as we all navigated this first endeavor. In addition, Steven has assisted at sister properties providing support wherever needed. He is a graduate of UMass Boston and has 18-years property management experience. Since joining POAHC he has remained committed to professional development earning certifications including COS, TCS, BOS through the National Center of Housing Management (NCHM). Ana Serrano is Regional Property Supervisor of POAH's Western Massachusetts and Connecticut Portfolio. Ana joined POAHC in 2006 as a Property Manager at Hillside Village Apartments and part time Coordinator at Pocasset Manor Apartments. In 2010 she transition to Property Manager at Hillcrest Village Apartments and also continue to manage Hillside Village Apartments. In 2013 Ana was promoted to Senior Property Manager. When Ana left Hillside Village Apartments in 2017, the family complex was number 1 in US with the Family Self Sufficient Program. POAH Communities is fortunate to have her represent us in our local Institute of Real Estate Management (IREM®) where she serves as Secretary of the Greater Rhode Island Chapter 88. Additionally, she serves on the Board of NEAHMA (New England Affordable Housing Management Association). She has assisted at several properties and is always willing to assist her colleagues serving as a mentor. She has continued to pursue her professional development and is currently a candidate for the Certified Property Manager (CPM®) designation with the Institute of Real Estate Management (IREM®). -

Dena Shelton is the Regional Property Supervisor for the Florida Portfolio. Dena Joined POAH Communities in 2012 as the Assistant Property Manager for Middletowne Apartments in Orange Park, FL. She became the property manager in 2019 then was promoted to Senior Property Manager two years later. Throughout her time with POAH Communities, Dena has not only been instrumental to the success of Middletowne, but she has also assisted onsite teams at other Florida and Massachusetts properties in the areas of compliance and training. -

Yolanda joined POAH Communities in 2015 as a Property Manager at Old Middletown High School Apartments in Middletown, CT bringing with her a passion for property management and a dedication to excellence. Over the years, she has demonstrated exceptional leadership and management skills, leading to her promotion to Senior Property Manager in 2021 in which she began to manage both Torringford West Apartments and Old Middletown High School Apartments. In addition to her professional achievements, Yolanda serves as a mentor to her colleagues, sharing her knowledge and experience to help others grow in their careers. Bianca began her career in property management as an Administrative Assistant in 1995 and has continued to excel in the industry for 29 years. Bianca is a native of Chicago, Illinois and has served throughout her career in other surrounding States in the positions of Sr. Property Manager, General Manager, Area Manager, and Multi-Site Supervisor. Bianca is a Licensed Real Estate Agent in Illinois and holds certifications in the areas of Tax Credit Specialist (TCS), Certified Occupancy Specialist (COS), Certified Housing Manager (CHM) and Certified Manager of Maintenance (CMM). Prior to joining POAH Communities, Bianca held the position of Senior Property Manager with 5T Management where she managed a portfolio of assets for the Illinois region.
